{"id":3899,"date":"2018-07-23T11:34:31","date_gmt":"2018-07-23T10:34:31","guid":{"rendered":"https:\/\/www.threesl.com\/blog\/?p=3899"},"modified":"2022-10-07T16:48:11","modified_gmt":"2022-10-07T15:48:11","slug":"count-the-shalls","status":"publish","type":"post","link":"https:\/\/www.threesl.com\/blog\/count-the-shalls\/","title":{"rendered":"Count the Shalls"},"content":{"rendered":"<h2>&#8216;Shall&#8217; Counting<\/h2>\n<p><strong>&#8220;Count the shalls!&#8221;<\/strong> This was one of the strangest introductions to <em>Requirements Management<\/em> that I&#8217;ve heard. Firstly as a young engineer I didn&#8217;t know what a &#8216;<em>shall<\/em>&#8216; was, let alone why I should count it. For those of you reading this thinking &#8220;&#8230; no Idea what he&#8217;s on about..&#8221; let me explain. A crude method of working out the size of a project requirement was to count the number of paragraphs containing the word &#8216;<em>shall<\/em>&#8216;. This gave the number of mandatory contractual statements that must be met for the project. Paragraphs containing &#8216;<em>should<\/em>&#8216; or &#8216;<em>may<\/em>&#8216; could be ignored as they were &#8216;<em>nice to haves<\/em>&#8216; rather than obligations.<\/p>\n<figure id=\"attachment_3904\" aria-describedby=\"caption-attachment-3904\" style=\"width: 632px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3904 size-full\" src=\"https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/shalls.png\" alt=\"counting the shalls as a method of determining contractual requirements\" width=\"632\" height=\"412\" srcset=\"https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/shalls.png 632w, https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/shalls-300x196.png 300w\" sizes=\"auto, (max-width: 632px) 100vw, 632px\" \/><figcaption id=\"caption-attachment-3904\" class=\"wp-caption-text\">Shalls<\/figcaption><\/figure>\n<h3>Limitations<\/h3>\n<p>There is some logic to the approach, if the statements have been written atomically. However, as a provider one should never presume the customer has written the requirements to the right level for &#8216;<em>shall counting<\/em>&#8216;.\u00a0 For example these two customers&#8217;s requirement\u00a0 sets are wildly different.<\/p>\n<ol>\n<li>The vehicle shall carry a load of 500Kg<\/li>\n<li>The vehicle shall pass legal requirements for use on UK roads.<\/li>\n<\/ol>\n<p>and<\/p>\n<ol>\n<li>The pipe insulation shall be provided in 1m lengths<\/li>\n<li>Insulation shall be installable with standard DIY tools such as a craft knife and tie-wraps, and not require specialist equipment.<\/li>\n<li>The insulation shall achieve a thermal conductivity of\u00a0 0.033W\/mK or lower<\/li>\n<li>The insulation shall pass BS EN11925-2 BL<\/li>\n<li>No component material shall be classed as hazardous to health under COSHH regulations 2002<\/li>\n<li>The wholesale price point shall be 20p \/ m or lower<\/li>\n<\/ol>\n<p>On a &#8216;<em>shall<\/em>&#8216; count the first project seems easiest just two requirements. But seriously!\u00a0 would you accept a customer level requirement like this, and price up the work and expect a happy customer?<br \/>\nHave a Ford Transit, job done.<br \/>\nThen you find the customer wants to crane the load on.\u00a0 Secondly you find they need a tailgate lift to unload it. Additionally you find the product needs weather protection during transit and so on.<\/p>\n<p>The second project has SMART requirements <span style=\"color: #3b3b3b;\"><br \/>\n<strong>S<\/strong> pecific<br \/>\n<strong>M<\/strong> easurable<br \/>\n<strong>A<\/strong> ttainable<br \/>\n<strong>R <\/strong>ealisable<br \/>\n<strong>T<\/strong> raceable<br \/>\nCount the <em>shalls<\/em> here, and the measure may be a little more meaningful.<br \/>\n<\/span><\/p>\n<h3>Shoulds and Mays<\/h3>\n<p>Can you afford to ignore &#8216;<em>shoulds<\/em>&#8216; and &#8216;<em>mays<\/em>&#8216; ? Contractually you could argue they don&#8217;t matter, but in forming a meaningful customer relationship, they are still important. &#8220;The insulation should be a mute colour&#8221; could contractually be met with vivid red foam, but you&#8217;re unlikely to get repeat business.<\/p>\n<p>When the customer has an idea of the implementation (OK, requirements purists, don&#8217;t have a coronary) then they are guiding you as to the options they see as most appropriate.\u00a0 &#8220;The vehicle shall have a mechanism to remove the load at a customer site&#8221; could be met with a separate fork lift truck being supplied. However &#8220;The vehicle may have a powered tailgate lift, or a body mounted mini crane&#8221; suggests the customer is seeing these as preferred solutions. In costing a bid these should certainly be considered. However, if your vehicles come with built in vehicle body to floor conveyors, this could still be a viable solution for the customer. After discussion your system requirement, linked to your customer requirement may become &#8220;The vehicle shall be fitted with a 800Kg NWL body\/floor conveyor &#8221; Of course this requirement would also have extra data within or linked to it minuting the discussion with the customer where they agreed this would meet their requirement.<\/p>\n<h2>Solutions<\/h2>\n<figure id=\"attachment_3922\" aria-describedby=\"caption-attachment-3922\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3922 size-medium\" src=\"https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/Conformance-Checker-Settings-300x224.png\" alt=\"example of the types of language that should be evaluated automatically\" width=\"300\" height=\"224\" srcset=\"https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/Conformance-Checker-Settings-300x224.png 300w, https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/Conformance-Checker-Settings-768x573.png 768w, https:\/\/www.threesl.com\/blog\/wp-content\/uploads\/2018\/07\/Conformance-Checker-Settings.png 773w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-3922\" class=\"wp-caption-text\">Conformance Checker Settings<\/figcaption><\/figure>\n<p>There are definitely merits\u00a0 for someone or something to &#8216;<em>count the shalls&#8217;<\/em>. If you have 1678 requirements in your project and 1698 &#8216;<em>shalls<\/em>&#8216; you obviously have some non atomic requirements.\u00a0 Running a <a href=\"https:\/\/www.threesl.com\/blog\/shoulds-and-shalls\/\">Conformance Checker<\/a> can validate the semantics, across your whole requirement set. What automated tools can&#8217;t do is look at the logic and complexity of the requirement. In these cases breaking your customer requirement into a number of domain specific system requirements ensures the level of the requirements against which you bid, design and build are truly <em>SMART<\/em>.
